The Indian Technical and Economic Cooperation Programme,  ITEC  for short, is the leading capacity building platform of the Ministry Of External Affairs, Government of India.  Instituted in 1964, ITEC is one of the oldest institutionalized arrangements for international capacity building having trained more than 200,000 officials from 160+ countries in both the civilian and in the defence sector…

Building on India’s vast and rich network of governance- and development-related expertise available in higher educational institutions and training facilities, EC offers nearly 10,000 fully-funded in-person training opportunities through nearly 400 courses offered at 100+ eminent institutes in India each year.

Since 2014, India has offered close to 100,000 world-class capacity building trainings and scholarships at premier institutions in India, along with a chance to experience the culture and hospitality of India. Even during the disruptions occasioned by the covid pandemic, the ITEC programme continued with its commitment to share India’s development experience with the world, providing online healthcare and governance related trainings to nearly 10,000 professionals through digital platforms.

Apart from our regular calendar-based training programmes, India also responds to country-specific requests for training in specific areas of governance by organizing customised training programmes which are designed and delivered by the leading institutions in India.

Today, ITEC utilises a bouquet of varied modalities to meet its mandate of capacity building. Even as we have re-commenced in-person (or on-campus) courses, we have also introduced modalities like   eITEC (for online trainings using digital delivery platforms),   ITEC-Executive (short-term policy-focussed, in-person trainings for senior government executives),   ITEC-Onsite and  ITEC-Expert (onsite capacity building assignments carried out by Indian experts).

ITEC is administered by the Development Partnership Administration-II Division of the Ministry of External Affairs.

Under e-ITEC, the classrooms are shifted to our partner countries and tailor made courses are delivered by Indian faculties online/ through video conferencing. The facilities in the classroom required are desired internet bandwidth, telecommunication links and a focal person to coordinate.

ITEC Onsite is a customised capacity building training under ITEC programme which are imparted in the partner country by deputing Indian experts/trainers in that country. ITEC Onsite is offered when a significant number of participants from a single country are to be trained on a particular subject.

Training or capacity building is one of the major activities under ITEC. The professionals and people from developing countries are offered unique training courses, both civilian and defence, in different centres of excellence in India which empower them with not just professional skills, but prepare them for an increasingly globalized world.

Civilian Training Programme: It is fully sponsored by the Government of India. There are 47 empanelled institutions conducting 280 short-term, medium-term and long-term courses during the year. The training programme is demand-driven and subjects sele cted are of interest to developing countries for their working professionals on a wide and diverse range of skills and disciplines.

Another cooperation programme of India, the Technical Cooperation Scheme of Colombo Plan, was started in 1950 with a view to providing technical assistance to neigbouring Colombo Plan countries. Through this Scheme, India provides comprehensive and integrated training to participants from Asian member countries of Colombo Plan with the purpose of assisting them to enhance their administrative and technical capabilities through human resource development. The Ministry of External Affairs has been entrusted with the administration of the TCS of Colombo Plan since April 2010. Under this Scheme, India offers 500 slots for training in India at 26 centres of learning covering diverse disciplines keeping in mind the needs of our Colombo Plan countries.

ITEC is the flagship programme of the Indian Government’s capacity building effort, not only because of its magnitude and wide geographical coverage but also for innovative forms of technical cooperation. DPA-II Division of Development Partnership Administration (DPA) in the Ministry of External Affairs is the nodal division for handling all capacity building programmes. The ITEC programme, along with SCAAP and TCS of Colombo Plan, is a visible symbol of India’s role and contribution to South-South cooperation. South-South Cooperation is a partnership born out of a shared sense of solidarity and is entirely voluntary and free of conditionalities. It furthers national development priorities of our partners and has national ownership at its centre. India remains a staunch proponent and practitioner of South-South Cooperation which constitutes a fundamental pillar of India’s foreign policy and diplomacy.
